Project Manager — Military Construction (Operations Manager)
About This Role
Lead and run military construction projects in Guam supporting NAVFAC and USACE. You’ll manage civil engineering and construction management work from preconstruction through closeout, ensuring projects meet federal standards, schedules, budgets, and quality requirements. This is a hands-on operations role. You’ll supervise field teams and subcontractors, coordinate with federal and military stakeholders, solve on-site problems, manage claims and change orders, and keep accurate project documentation. Pay up to $130,000/yr based on experience.
What You'll Do
- • Oversee daily project execution and supervise field staff, foremen, and subcontractors to meet schedules and quality standards
- • Coordinate with NAVFAC, USACE, base stakeholders, permitting agencies, and inspectors to keep projects moving
- • Manage budgets, project schedules, cost control, job cost reports, and profit/loss tracking
- • Review and interpret civil and construction drawings; direct field layout, inspections, and corrective actions
- • Handle claims management, change orders, bid evaluation, contractor selection, and dispute resolution
- • Conduct site visits, enforce safety and quality control procedures, and maintain project documentation and logs
What We're Looking For
- • 5+ years managing commercial or military construction projects; NAVFAC/USACE experience strongly preferred
- • Proven ability to interpret civil drawings, specs, and construction documents
- • Experience with budgeting, cost estimating, job cost reporting, and time-and-material tracking
- • Strong client relationship skills and clear verbal and written communication across teams
- • Familiarity with contract management, permit/inspection coordination, and claims handling
- • Proficiency with construction management software (MS Project, Primavera, Procore or similar)
Qualifications
- • Bachelor’s degree in Civil Engineering, Construction Management, or equivalent experience preferred
- • OSHA 30-hour certification (or willingness to obtain)
- • Valid driver’s license and clean driving record
- • Proficient in MS Project, Primavera, Procore, or equivalent project management software
- • Strong written and spoken English; experience coordinating with federal/military stakeholders
- • Ability to pass background checks and comply with federal project security requirements
